According to eyewitnesses, the young woman had a verbal exchange with the officer and was walking away outside the gates of the picnic when the incident happened. In a video of the event, viewers see the large male officer pull the significantly smaller young woman’s hair, then wrestle her to the ground and place her in handcuffs while sitting on her back.
